Jessica A. Nickloy

Jessica A. Nickloy, Associate AIA

Jessica Nickloy serves the President & CEO of Etica. Her professional background includes business operations management and hands-on work with architectural/engineering services, which she has used to lead Etica’s operations since its founding in 2005. Jessica directly manages construction observation projects, daily business operations and assists with marketing efforts. She works closely with clients, architects and engineers, in addition to sub and prime contractors to ensure the timely delivery of projects and to develop and maintain business relationships. Under her direction, Etica has consistently been recognized for continued growth, leading firm to be named one of IBJ’s FAST 25 for 2015 and 2016. Jessica obtained her formal education at Purdue University, and her diverse engineering experience includes fieldwork on a number of significant engineering projects, stormwater permit support, construction easement acquisition and water main construction inspection. She is also a Certified Water & Sewer Construction Inspector, Associate member of the American Institute of Architects (AAIA), National Associational of Women Business Owners (NAWBO) Executive Board Member, member of the Purdue University Supplier Diversity Advocacy Council, subcommittee member for the American Consulting Engineering Companies (ACEC), subcommittee member for the Construction Roundtable Foundation, Make-A-Wish Board Member, and in 2016 was a Women Inspiring Strength and Hope (W.I.S.H.) woman. Serving as the President of Engineering, Mark Westphal works closely with clients, architects, sub-consultants, and prime contractors to maintain working relationships and promote the successful and timely completion of design/construction projects. With a career spanning over 40 years, Mark has held and fulfilled many roles in the engineering field. He has worked on or managed an extensive range of general civil projects including sanitary and storm sewer design, traditional and sustainable site designs, permit preparation and review, and construction observation. Additionally, he has acted as a construction manager on a wide variety of large earthwork projects. Mark is a Registered Professional Engineer in Indiana and holds an Indiana Water & Sewer Construction Inspection Certification. He is also OSHA 30-Hour Construction Safety Certified. Kevin Miller, PE

Kevin Miller, PE

Transportation Engineering Manager

Mr. Miller serves as Etica Group’s Transportation Department Manager. In his 19 plus years of experience, he has led numerous roadway design projects, including new construction and rehabilitations with a focus on implementing complete streets concepts for all modes of travel. Additionally, he has been Project Manager on multiple resurfacing, Safe Routes to School (SRTS), Highway Safety Improvement (HSIP), Congestion Mitigation and Air Quality (CMAQ) and Recreational Trails Program (RTP) projects. Mr. Miller also has significant experience in traffic engineering and transportation planning, with a specialization in conducting traffic data collection, forecasting, traffic impact studies, operational analyses, signal warrant studies, HAWK signals, traffic safety evaluations, emergency vehicle preemption design and ADA Transition Plans. His experience includes use of Synchro and SimTraffic analysis software for optimization of signal timings, assessing the need for added travel lanes or modifications to existing lane configurations and feasibility of other intersection control alternatives as necessary such as new signals or roundabouts. He also has assisted numerous communities throughout the state in assessing the impact of traffic generated by new developments in order to provide appropriate recommendations for required roadway improvements to maintain satisfactory operations, ensuring municipalities are not strapped with costly traffic improvements post development. Mr. Miller utilizes his extensive project management training and experience to create accurate project scopes and budgets, while setting aggressive, yet realistic project schedules for which high quality deliverables are provided. He understands that communication is critical on every project, small or large, and therefore ensures clients are regularly updated on progress, schedule, design challenges, etc. Additionally, he has a very high success rate in assisting communities across Indiana with applications to secure millions of dollars in HSIP, CMAQ, STP and other federal funding and is very familiar with the INDOT LPA plan development process.

Natalie K. Stephen

Natalie Stephen brings over a decade of engineering industry experience to Etica. Working across disciplines including project management, site and sustainable design, design of stormwater systems, hydrology and hydraulic analysis for small structures and bridges and state and local permitting processes, she works to ensure quality with every Etica project. Natalie has extensive knowledge in the areas of site development and stormwater systems, and is well-versed in the permitting & approval processes required for state agencies including the Indiana Department of Transportation (INDOT), Indiana Department of Natural Resources (IDNR), Indiana Department of Environmental Management (IDEM) and Army Corps of Engineers. She has worked closely with the City of Indianapolis Department of Code Enforcement (DCE) on multiple stormwater, flood and transportation permits, and has worked on multiple stormwater, roadway, bridge and small structures projects through various agencies, including INDOT and the City of Indianapolis Department of Public Works (DPW). Additionally, Natalie is also proficient in several software programs pertinent to hydraulic design, including: HEC-RAS, HY-8, Storm & Sanitary Analysis and Microstation. Natalie is a Registered Professional Engineer (P.E.) in Indiana and Illinois, as well as a Certified Professional in Erosion and Sediment Control (CPESC). Project Manager

Ms. Kalck has over 19 years of experience in the design and management of transportation projects. Her experience ranges from small structure replacements and intersection improvements to engineering assessment reports and the design of multi-million dollar urban and rural roadway facilities. Nicole’s vast design experience also includes roundabout design, traffic signal analysis and design, culvert design and hydraulic analysis. As a Project Manager, Nicole has overseen the successful completion of several roadway projects. Her familiarly with all phases of project development and constructability issues insure that a quality product is achieved.

With over 35 years of experience in the engineering and construction fields, Frank Glidden provides Etica’s clients with a longstanding commitment to project quality and expertise in his role as Senior Project Manager. His experience includes extensive storm and sanitary sewer design and construction observation, analysis, creative problem solving, utilization of CAD systems to perform design solutions, and preparation of spreadsheets to model financial performance, working in tandem with the DPW and Department of Business and Neighborhood Services, among others. Frank is responsible for curb, sidewalk and stormwater design & inspection, sanitary sewer design, management of construction inspection services, project site design, special project administration, graphic design, water line design, CSO project design and permit technical review assistance. Land Survey Department Manager

Mr. Kelly brings over 20 years of comprehensive experience of all aspects of surveying to Etica Group. His experience includes project management, route, topographic, boundary, ALTA, land descriptions, subdivision, construction layout supervision, right of way engineering and hydrographic & bathymetric surveys. Mr. Kelly has extensive knowledge in the area Topographic Surveys and Right of Way Engineering and understands the requirements of state agencies including the Indiana Department of Transportation (INDOT). He is proficient is several software programs pertinent to performing all types of surveying including AutoCAD and MicroStation. Mr. Kelly has worked on multiple roadway, bridge and small structures projects through various agencies, including INDOT and the City of Indianapolis Department of Public Works (DPW) as well as having numerous years of experience with original and retracement surveys throughout Indiana. His project experience and knowledge of designer’s needs along with INDOT and Local Agency requirements brings a wealth of value to Etica surveying capabilities.

Project Manager, Survey Project Manager

Mr. Stanoch has over 13 years of experience in Land Survey as well as design and utility coordination for transportation related projects. His Land Survey experience includes topographic, LCRS, right-of-way and LiDAR surveys. Other experiences includes INDOT certified utility coordination, planning, drainage evaluation, sanitary sewers, new and rehabilitated roads, road resurfacing, interstates, preliminary engineering studies, traffic studies, sound walls, MOT, signing, water mains, and striping and airport site design. He has served on many transportation design teams as the Project Manager, including many LPA, INDOT and Indianapolis DPW projects.

With over 25 years of experience working with architectural firms, Chris Baker’s primary focus and expertise has been in the management of building exterior envelopes. His building envelope experience and expertise has provided him the opportunity to work with a diverse client base across municipal, corporate, university, and K-12 entities. Chris has designed over 60 roofing projects at Indiana and Purdue Universities and has conducted numerous roof studies throughout his career. Additionally, he has successfully completed over two dozen roof projects for K-12 Public School Corporations in Indiana.
